Broke Engine Pulley on Troy-Bilt Pony 42" Lawn Mower.

I have Pony Model 13AN77KG011 with the Engine Pulley loose and leaning over. Need some advice on replacing and installing a new one. I tried tightening the bolt at the bottom with no success.
