Briggs two barrel carb will not kept prime after sitting

I have a zero turn john deere with a briggs 23 hp engine and just had the carb rebuild at shop....carb runs fine if you spray a bit of starting fluid to help it get started.......after sitting a while it will not start without the starting fluid again then runs fine. Anyone know what the problem could be.

Have you checked to see if the choke is closing all the way? May be just an adjustment.
