18hp Horizontal Vanguard Surging

Hello this is my first post, however this is not lawnmower related, i figured i would try my luck on here. I own a 2014 18hp dixie mud motor. I have had problems with lack of power to the engine, it would surge from half throttle to full throttle, i did some research and figured it was the governor. I moved the large governor spring in the slot to the right so it would open the gov up. After i did that i ran the boat and it was perfect, motor ran fine, it plained out etc.
(unaware it was raining)
The motor sat in the rain for about 5 minutes rite after i ran it. when the rain stopped it cranked up fine, but like before, the motor would surge from half to full throttle, but this time when i would shut it off the motor would make a quiet backfire out the exhaust.
My question is what could be causing this? Carb trash?

It could be fuel related and yes dirt could cause it.

Is it fresh fuel?

Also 2014 model then it should have some sort of warranty.

Yes fresh fuel, non ethanol. the gas tank/ fuel line was for a 2 stroke outboard but i flushed/cleaned it with gas
