18 hp fuel help

I have a 18 hp Briggs that has had lots of abuse I picked it off a local in town he planed to scrap it but instead i got it and I have had it running but it won't suck gas it is the style with the fuel pump on the side of the carb and I have changed the carb seals and pump diaphragm with new ones and it was cleaned then I tried it and still nothing but it will run with gas in it and the rank is not plugged and has fresh gas in it help me please

First thing make sure all those little spings are installed correctly in the fuel pump if it is the three bolt pump. I don't think the four bolt has the little springs. Also make sure there are no holes and cracks in the line going from the pump to the crankcase. If those both check out. You may need to rig up some sort of gravity feed system to see if it will run from gravity flow. Just trying to see if we still have a carb problem, or a fuel pump problem. also make sure there are no cracks or holes in the fuel line from the tank to the carb.
