Twin v engine. Are intake valves on top or bottom ? Does this engine fire opposing cylinders or fire together ? thanks

I have a Snapper cp215017kwv lawn mower with Kawasaki fc150v-fs21 engine. After reading that the reason for hard starting ( extremely hard to pull starter cord) Reset valves to specs, cleaned carb, ran for 60 seconds and quit. Pulled carb and recleaned. Rechecked valve settings. Will not start...
