Found it on the curb the old carb was garbage and had no spark i cleaned the points and put a used carb on it and it runs well. Best i can figure it is a Tecumseh LAV30 the engine model is 143-213012 serial 1089B. The deck model is 131.91024. Looks to still have the original wheels.
