Here is what the carb looks like. Is it not adjustable? If so what type of tool would I use.

The mower will run for about 2 seconds sometimes and cut right off. I pulled out the filter and it was somewhat dirty. I tried to start it without the filter and it was a no go. Also, tried a new plug. New difference. Please help.
