Toro Z149 mower fuel issues

Kawasaki FH601V-AS23 4 Stroke Engine FH601V.
Nikki carburetor
26D 150037075 266-541
Replaced coils ,spark plugs, removed carburetor cleaned jets, checked choke functions, checked anti back fire valve.

There is fuel going upto the carburetor but not into the engine. This mower is kicking my behind. All help will be appreciated. I see a lot of write ups on Nikki carburetor for Briggs and Stratton engines not for kawasaki.

Yes it attempts to but backfires

I took the carburetor apart again today. I was trying to blow air in through the inlet keeping the float bowl facing down. The air was going through the passage into the float chamber. When I removed the float and needle valve air passes through. I ordered
16031-7001 Float $24.2

16030-7002 VALVE FLOAT $15.18

Are you asking about the float needle valve yes.

I can't figure this out installed new float with needle valve. I tested it by blowing air through it air passes through. After installation it seems like fuel not going into cylinders. Spark plugs are dry.
