It helps us to help you if you include the machine product label information and the engine label information. The "Time Cutter" mower products come in a variety of engine configurations (options).
1. Is it just clicking the start relay.?
2. Is the starter spinning but not physically engaging the gear teeth on the flywheel?
3. Is it just doing nothing until it is banged on?
Remedy 1. Poor cable connection or wiring.
Remedy 2. Hanging Bendix gear, that is worn or just need some WD-40 spray to get out excess dust and dirt in the spiral segment. Requires pulling the top fan cover to see it and clean it.
Remedy 3. Starter brushes are worn and hanging due to a lot or cranking cycles or carbon debris sticking them. Replace starter.
