Regarding that little, spring loaded arm in between the cam gear and the first lobe, what does it do and how important is it to have it working? My arm is fine, but the spring is flopping about and may be partially broken. As it's super thin, I think I could make in work by re-bending it. Won't bother if it's not terribly important. TIA

That is the automatic compression relief (ACR) makes starting easier by bumping the exhaust (sometimes Intake) valve open during cranking, then centrifugal force slings it out of the way of the camshaft lobe during running.'
so it would probably make your pull rope hard to pull.

Just depends how you like sprain fingers and wrists. Some kick back so hard when using recoil starters it can really hurt you. The last Honda GX390 that had an inoperative ACR cause me to loose the use of my left arm for three weeks and I am left handed. So no work got done and when you work for yourself no income.
