The wheels bend inwards at the top (oversized rear wheels). Is this normally caused by the arm brackets? I tried to push the bottom of the wheel to straighten it out, but it goes back. Is the arm bracket just weak? I'm debating if the new arm brackets will fix the issue.

It going to more involved than just replacing one part. You need to disassemble the rear assembly looking for worn parts.

Thanks

Does anyone know which parts could cause this? The part I was looking to replace was number 30.

Look underneath, and look around the wheels..
You likely will see cracked and broken metal where the hardware is mounted.
