Old Dixie with starting problem

Kohler 23 engine. Been running great. Now when you hit he key the engine tries to turn maybe 2-3 degrees but then nothing. I think I"m hearing the starter engage but it's almost like it's not fully engaging and not getting enough of the flywheel to turn it over. Since something is happening when I turn the key I'm not sure it's the solenoid but could be.

Any thoughts on what it could be or how to test ?

remove the spark plugs and see if it spins freely.
If not remove the belts and see if it cranks as normal

ok. found the problem. the fuse wire going from the starter to the wiring harness had broken off one end. crimped on two new ends and now I'm running again. Have another issue though which I'll start a new thread on.
