JD Z925A with 27hp Kawasaki engine

It had been running just fine. Shut it off and then went to put it away and when I turned the key to start it just clicked. The battery is good, the fuse is good, I removed the solenoid/starter to test it and it workes fine. Checked the engine ground to the battery terminal and its good. I checked the voltage at the solenoid terminal when the key is held in the start position it shows 12+ VDC but all I get is a click. If I short out from the hot terminal of the selenoid to start terminal the starter engages and will start the engine. There is a relay inline between the Key switch and the engine/starter and I replaced it but it's fine so I have a spare relay now. Any ideas? Bad ignition switch?

Replace the starter solenoid. Most likely it has burned internal contacts or install complete aftermarket starter.
