Jacobsen 72" Turfcat High Tunnel Mower Deck

The 72-in Jacobson mower deck I bought may not have the correct blades. They are flat and the lowest I can set the cutting height is just under 3". Then it's running on the front anti scalp wheel. The front anti scalp wheel is not height adjustable. According to the chart on the deck I should be able to set this deck as low as a one inch cutting height.
For that to be true I would have to have blades with almost a 2 inch drop.

Are the original OEM blades flat? Or do they have a drop? or is there something wrong with my deck?
It is a poor picture but you can see the anti-scalp roller is on the ground and the blades are 3" above the concrete.

Any input would be appreciated.

You need to provide more information/pictures to get to the bottom of this. At a glance those spindles look short and possibly the previous owner installed low tunnel or some other spindles .
