HR214 SM Electric Starter Trouble Shooting

Don't seem to be getting any response from my starter on my HR214 SM. I've done some basic troubleshooting without any luck. To test the starter -- can I just put 12V across these to see if the solenoid will kick the pinion gear up to engage the flywheel? The pinion gear moves freely when I manually rotate it up to the flyweel. Any advice on how best to troubleshoot would be appreciated. Thanks.

Please note I don't need the starter to use the mower -- it starts first pull using the rope. I just have never had an electric start mower before and like the novelty of it.

Not familiar with this mower
But if it starts from a battery then yes you can test the starter by putting 12V across it.
The solenoid should have a small terminal with nothing but a small wire in it.
Put 12V on it while you are there
IF it activated and the starter trns then you battery solenoid & starter motor are all working fine and the safety switch is bad.
