Full-Range Throttle Mower Engine

I am looking for a new Honda or B&S 5.5 to 6.5 HP (160 to 190cc) V-shaft mower-type engine for a garden cart project that must have old-fashioned full-range throttle control rather than the Start-FullSpeed-Off that most new mowers and replacement engines seem to have. Want something set-up this way out of the box, not have to change or modify carb or governor. Sure some are still available this way, but hard to determine from most mfg literature or web sites.
