Craftsman mower won’t start

I’ve got a craftsman self propelled walk behind mower. I can get the model and engine number. It has....
-Fresh gas
-New fuel line
-New carburetor
-New spark plug

and it will not start.

with a spray of starting fluid, it will start and keep running without a problem, but it will not start without starting fluid.

I don’t see anywhere I could adjust the carburetor? I know some need adjustments.

Any ideas?

We really need to know what engine you have .

Is the choke or primer working?

if there is no gas getting into the carb you need to back track the fuel line and see where the issue is.
may have a plugged fuel filter, even if it has a new carb something could be stuck in one of the ports may have to take it apart and clean it out.
take off the carb check the float, bowl, ports make sure they are clear and replace the filter is where I would start.
