Briggs & S Vanguard Twin 16 HP

I think i have problem with the Solenoid Fuel Shut off on the Bottom of the carb, it want start, Book says that i should hear the Elect. Fuel Solenoid click when i turn on the switch, i dont hear anything nor do i feel it click when the key is turned on, i disconected the wire going to the Solenoid, checked from there back to switch, and got a 12. something volt reading, i them tried hooking a temp.wire from the bat and still nothing, do i need to try something else or get a fuel shut off soleniod Valve
