1978 snapper with briggs over reving

I have a snapper rer with a 5hp Briggs.
Model 130902
Type 1256 01
Code 90021427
I was driving it after putting a new air cleaner on and drove it for a couple minutes and it over revved and or one or two seconds and died then I restarted it and just kept over revving until I turned the ignition to off. What could be causing it to over rev?
It has a diafram carb mounted on the gas tank.

The throttle could be hanging up causing an overrev. The governor arm could of slipped on the shaft, or the governor gear has failed and will need to be replaced.

Definitely sounds like the governor I had the same thing happen on a 12 horse

I will probably work on it this weekend. How do I pull the oil pan from the rest of the engine? I know there are bolts around the side but dose the flywheel come off or dose the shaft come out the bottom?

Does your air filter require oil? At the bottom of the governor on the motor there will be a nut and bolt. Loosen nut do not take bolt out. Adjust governor counterclockwise to slow it down tighten nut. Then start your motor. It may take some trail and error but thats how I fixed mine

Yes and I put brand new 30 w oil on it.
