Clutch/brake problem

I have a Montgomery Ward Powr Kraft Lawn Tractor (1994) - MTD. Wanted to see if anyone knows -

How far the clutch/brake pedal should travel?

The brake might need adjustment/replacement, can I do it without taken the tire off?

The rear tire is stuck on axle. I have tried puller, PB blaster, a little heat no luck yet.
Any suggestions?
