    Hydrostatic neutral control adjustment

I have a Montgomery Ward Powr Kraft Lawn Tractor (1994) 18HP/42” mower. I’m trying to adjust hydrostatic neutral control. I followed manual get wheels stopped but when I go to put clutch/parking brake on it pulls shifter out of adjustment. And wheels start turning again. Also seems like you have to push on clutch pedal a little hard. The parking brake needs to be on & in neutral(blades off) so you can get off mower without stalling. THANK YOU
