Governor question

I have a small Craftsman snow thrower with a Tecumseh 5.5 HP engine. The governor on it is different than other governors I've seen. The ones I am used to have two linkages. This one has only one linkage the goes from the carb to the governor. I'm having trouble adjusting the speed on this engine. where do you make the adjustment on it?

the engine model # is LH195SP. Spec number is 67514D. The snowblower model is 31AS3CAD799. Not sure if you need that.
