I am trying to adjust the valves on the B&S 15.5 HP Vanguard OHV engine. I am wondering if there is a way that I can turn over the engine by hand? If so, How do I do it?

Normally you can spin by turning flywheel from the top or by grabbing pulley on the bottom to turn. Though if neither are assessable you probably have to remove the engine cover to access flywheel.
