Blades won’t engage

My friend has a Bolens lawn tractor 762 and the blades will not engage.
What would be the most common problems to look for first? Any help
Would be greatly appreciated.

If it has an electric PTO clutch then see if it’s getting power. If manual engaged PTO see if belt is tight and on all the pulleys while engaging blades.

The belt is on all the pulleys but I don’t think
All the pulleys are moving. When you engage,
The mower starts to squeal and you can smell
Burnt rubber from the belt. The belt is not moving.

Your pulleys are frozen and need replacing usually they have permanent bearings which rust or loose their lubrication. Samuel Bolens should have them or maybe TSC. Good luck !
