A bit trick this one.
Remove the clutch retainer if you can, unplug the clutch and see if you can turn the engine over by hand
If the whole shooting, match turns freely but wont turn when the clutch is restrained then the clutch is cactus

If the engine will not turn at all then you are missing a spacer at the top of the upper pulley and it is fouling on the crank case

Solved, but not sure how.

As stated earlier, I just loosened up the big bolt that holds the clutch on, and the ring behind it. inspected everything, Nothing looked out of sorts. So I put everything back (a couple of times) The last time, I tightened everything down, the problem just vanished. Engine would turn by hand. Do I double checked everything was tight, and it was.
So I fired it up and it worked like it was supposed to.

Wished I could've found what it was. The ring that goes between the engine pulley and the PTO could've been the problem, but I can't see how. The hole in the bottom washer, isn't big enough (OD) to cause any problems.

I'm still stumped.
