Husq LC221RH - need help re-assembling

I have a 6 month old LC221RH self-propelled mower that stopped self-propelling.

I followed the owners manual from page 25 because I suspected the transmission pulley was bunged up with old dried grass. I'd looked at the cogs of the wheels and they were good, I'd tightened the transmission cable and the mower continued to cut grass just not move on it's own.

The guide (at page 25) is to replace the belt but I just wanted to clean it all out

I'm at the re-assembly point but I'm stuck here:
* Reattach cable to rear transmission and reattach return spring to rear insert / rear transmission belt keeper.

The first part is done - the cable is attached to the rear transmission but I'm not sure how to do the bolded part. Does that mean the spring goes between the rear insert and the rear transmission belt keeper? What is a belt keeper? The thing that keeps the belt from slipping off at the transmission?

What are the ramifications of not installing it :)
