Dumb carb question

On both Nikki and Walbro carbs, (for say the 18 to 20hp Kohler single cylinder) There are carbs with the pilot jet you can get to externally. And some that has no external access.
Where is the pilot jet on the ones with no external access, that needs to be reamed out to stop the surging.
