Yard Machines MTD 11A Carburetor Gasket Order

I picked up this machine for cheap as it wouldn't run. I pulled the carb off, and like a dummy, didn't note the orientation of the gaskets. After a quick clean, I reinstalled everything and the motor ran, but only on full choke. Now, I'm trying to figure out the gasket order, assuming I had something wrong, and can't. The illustrations I've found online aren't very helpful:

Note there's only 1 gasket. The others are called "plates." The plate closest to the head has a circular grove which matches the rear carb flange. However, all the diagrams show the heat shield between the 2. Is this correct? Does the small hole in the shield somehow allow both sides to equalize?
