Kohler Courage 19 Toro LX423 surging

Just started to surge when not under load. Engage the blade and all is good. I've pulled the carb and cleaned it, replaced the fuel solenoid and heat shield with no change. Seems like a governor problem.

It could be a governor problem..
My cub cadet has the courage 19 in it and was doing the same, replaced the fuel filter and it fixed it.

Last year when I parked it I never had this problem. The first time I used it this year it started surging. I wonder if it's actually surging or just cutting out. I replaced the filter but that didn't help.

Surging is caused by a LEAN condition.
Faulty gasket(s) on induction side of engine or partially closed up jet(s).

To verify, whilst engine is running/surging, partially choke off carb and notice if surging levels off.
