Tecumseh pull cord not engaging.

Pull cord not engaging. I found two exploded parts views (I believe they were the same thing, just on two different sites.), neither of which had the rotor on the picture. The dogs are not engaging the cup. The cord just pulls without turning the engine.
Can anyone give me:
1. Part number to order new (rotor?)
OR
2. A repair solution to try.

It is riveted together so I don't know if you are willing to get that far(i did and fixed mine when the rope broke).

Part number is 590785 or 590694 for a complete starter. Cost runs about $25.00. Either one will probably work for your engine. The starter is screwed on so I would remove the old one and take it to a good repair shop and have them compare with these numbers. At the same time you will be able to check the starter cup. Simple fix.
