Hustler Z - Kawasaki 23 hp Starting Issues

Hi all, newbie here. I was given a 2004 Hustler Z with a 23 hp Kawasaki (FH680V) from a family member last year. Older mower, but in great shape with 600 hours. I cut all last year with zero issues, but in recent weeks, the engine is not firing up as easily.

On the initial crank, the engine will catch and then immediately die. Then I'll try to crank and crank and nothing. However, after letting the engine sit for 1-2 minutes after all of this it fires up. After startup, it runs flawlessly. The choke seems to work and it starts right up with starter fluid, but I'd rather not use this routinely.

Any ides what this could be or what I should try first? I let the engine sit in my temp controlled garage all winter without fuel stabilizer. Could moisture working it's way into the fuel system be part of the problem?

Absolutely, I use a quality brand fuel treatment mixed with high test gas per bottle instructions.
