I am new here. I bought the D140 mower used with only 70 hours. It was just serviced. I changed over from ethanol to non-ethanol gas. The governor started fluctuating. I changed out the fuel filter first, and that did not solve the problem. So I took the manifold off with the carburetor. Got new carburetor rebuild kit. Put new gaskets on all parts of carb and clean every cm of it, except the part below the bowl where the electrical connection is. It worked fine for a short time, and then it started fluctuating again. So i replaced the manifold, and now the mower will only start when there is carb cleaner sprayed in it. There was a gap between the carb and the old manifold. So this is what drove me to get another manifold. Would anyone have any ideas on what to troubleshoot next or the fault might be? It only runs when the throttle is in the choke position.

I opened up the gas cap and it started. Then I took gas cap off and drill 1/16 hole in the top of cap. Works fine. Have yet to go run it with blades. Once rain stops, I will do Maintenance Test Cut to see if surging has been resolved.
