VLV60 Tapered key slot in flywheel?

I have a VLV60 502013B with a sheared flywheel key. The replacement key is 611154. The flywheel shaft key way is straight and flywheel key way is tapered.
Is this the way it is supposed to be? I expected the key to fit tight all the way.
