Briggs 4hp mower with carb that bolts on gas tank

Had a mower that surged normal idle to low idle. Engine is the one where plastic carburetor bolts on to the gas tank. Replaced the old carburetor as it was very inexpensive. When I hooked up the linkage springs, now the throttle cable does nothing when set to choke or pulled back to low idle. Have no idea how this could happen. The two springs have little tension on them and from what I can tell this is normal. Anyone know what I have missed on this?

Several different versions of this engine and carb setup. Need to post the engine numbers, locate on sheet metal housing just above the spark plug, or just above the muffler on the side. I'd guess the linkage is just not on right, is kind of tricky. Very old version here:

Its model 10A 9020439 A3 I may have the linkage lever in the wrong hole. Just took a pic to upload and noticed that. Will look at it tonight and see if that is it; If not, will post a pic.briggs carburetor.jpg
