2004 Lawn Boy Throttle

I have a 2004 Lawn Boy Silver Series 6.5HP Tecumseh and the carb was removed when I got it. I put everything back together but the only way to get it to start is to hold the throttle on the carb wide open. The spring for the governor does not have any tension when the engine is not running or after I get it running and I suspect this may be the problem. If anybody can help me out I would appreciate it.

It is model No. 10272. The linkage I am concerned with starts as a spring attached to a bracket and becomes solid wire which attaches to a lever, there is also a another piece of linkage that comes from the throttle and attaches to the same lever.

I figured it out. The spring is under tension and holds the throttle WFO+/- until the engine starts.
