resistance in blades/belt

SCAG tiger cub, engine off, was turning blades by hand to inspect them. Should there be resistance from the blades/belt /clutch? Have 2 tiger cubs, 1 has moderate resistance and the other has very little yet both operate well.

as long as spindles have been greased & blades kept up & torqued to specs. i would not be concerned. you also have to take into account pulleys, springs, idler pulleys, & belts & their current condition.

In an attempt for creationist to prove Darwin is wrong and under the hope that every idiot should be allowed to live long enough to reproduce the government has a rule requiring the blades to stop spinning within a set time.
Thus post around 2000 every mower has some sort of blade brake to prevent idiots from shoving their hands under & chopping them off.
So most late model clutches have a brake built into them preventing the pulley from turning when not energized.
Early clutches free wheeled when not turned on.
Unfortunately mower companies do not make any mention of this in operators manuals.
