L130 23 HP KOHLER (rrader)

I have an L130 JD with a 23hp Kohler that will not run without using starter fluid. The mower has been setting for 3 or 4 years without being started.
I have tuned the engine with new plugs, replaced the fuel filter, change the oil and filter, drained the old gas out of the fuel tank and replaced with new gas.
I also replaced the fuel pump.

The engine will start and run when I use a little starting fluid but I'm scared to use too much but it wont start or run otherwise.

After setting that long I wold suspect that the inside of the carb looks rather nasty. Time to remove, clean and install a carb repair kit. Also make sure the fuel solenoid plunger works freely.

Thank you, I'll give it a try and let you how it comes out.

And while the carb is off check that the solenoid in the float bowl is retracting when energized.
