Should I remove and check the starter?

My HT-R3009 won't start, when I turn the key; I hear a click coming from the starter relay but starter won't turn, the battery is fully charged, when I bridge the positive directly to the starter motor I get no reaction with the exception of a click from the solenoid if I bridge the center contact. It seems like the starter is either jammed or the brushes are not contacting the armature... Should I remove the starter motor and check it? Thanks to all

first remove battery & take to local auto parts store to be load tested, should be of no charge to you, let us know how it goes, thanks Mark.
