Hi, I have a 9hp briggs that I bought cheap. Got it started and gas poured out the breather and exhaust. Bought a new carb and hooked it up but it would not start. Adjusted carb and now wondering about the linkage. When choked, throttle is wot. I manually held throttle at lower speed and it tried to start. Anyone with any ideas?

That is correct the throttle goes through WFO then choke.
The governor will try to turn the throttle off as the engine goes faster so when still the governor will allow the throttle butterfly to be wide open.
Better than average chance you plug is now contaminated by fuel which is conductive at cylinder pressure and can only be properly cleaned by burning off.
