it is a bracket that does nothing. there are no moving parts to it.

That is the brake mechanism. When you pull back on the brake bail on the handle, it will release the brake pad so you can start the engine.

how does it work if it does have any moving parts? how would someone if it was broken

See EXAMPLES of Briggs ENGINE numbers, try looking on the ENGINE itself around the spark-plug area, could be hidden by dirt

It does move.... Not the plate itself but the other part moves......... Have someone depress the handle while you look at it closer.... If you are not getting spark then the kill wire is grounding on something or a bad spark plug or a bad coil....

Try a new plug first.... If that don't work then take the air shroud off and disconnect the kill wire from the coil...... Try that .......

That engine don't look like a Briggs.... Unless it's a newer one .. What is the name of the engine you have ?????

I looked at the pics and it looks like a Tecumseh... If not then it's a Kohler but Sears hardly ever put Kohlers on their mowers ...... Mostly Briggs and Tecks
