We built this ourselves; there's no bail bar.. just a handle, and no blade brake. Will supply pic of entire mower later.

Did it crank up?

I gather you removed the brake altogether off the engine from under the cover?

It didn't sound unusual to me, I suspect it runs and he's gone mowing!

The LAV30 was built in the 60's, it never had a blade brake. One of my favorites, properly tuned it would start with a quick flip of the rope. Maybe the blade was loose, it didn't sound like one was installed.

X 3 on the blade brake I do see one on the engine but I don't know if it's away from the flywheel ......

I don't see any cables to where a blade brake would be(left side from the operators point of view)... Just a throttle cable on the right side to the carb/governor.

As noted earlier, I don't believe they had blade brakes that early. And if it was activated, he wouldn't be able to pull it (if installed correctly)
