Battery has 12 volts, engine will turn over but barely. see video, Does this sound like starter? Thanks

Update on my post........... Take the plug or plugs out of the engine and try to turn it with the starter........ If it will turn over then a valve adjustment will be in order......

In reality 12 volts don't cut it. I fully charged wet cell battery should read around 13.5 volts, nit 12.

watch the voltage when it cranks. Often a battery might show 12V but when it cranks it might drop to 8V or 9V is it is discharged. As the last post said, a fully charged battery is higher than 12V. You can also pull the spark plug to be sure it doesn't have water or fuel in the cylinder locking it up.
