I put the engine from a Simplicity 5116 in a Simplicity 5216. The 5116 engine doesn't have a little condenser like part on the carburetor like the 5216 did will this effect the motor being able to start since that wire isn't connected to anything?

Just tape it off.
The can is a solenoid valve and without it you might get a bang in the muffler after you turn the engine off.
The wire will be 12V while the engine is on so make sure it is insulated & out of the way.

Make sure you put a shut off petcock in line before the carb so you don't flood the crank case with gas when you shut it down. The solenoid is there to shut the gas valve when you turn off the engine. 12 v constant keeps it open while its running.

the solenoid only stops fuel in the float bowl entering the main jet and going into the engine.
IT DOES NOT & NEVER WILL PREVENT AN OVERFLOWING FLOAT BOWL FLOODING INTO THE ENGINE WHILE THE ENGINE IS STOPPED.

Sorry to shout but it is important people understand which does what.
And yes it is prudent to put an inline fuel tap between the tank & the engine but that has nothing to do with the solenoid.

No worries bout shouting. ITS OK !! lol.. anyway, I was under the impression that if the jet does not seat (due to solenoid malfunction) , the gas will fill the bowl, find its way into the jet, flood the cylinder and find its way past the rings into the crankcase?

You and a lot of others.
Decades ago an overflowing bowl vented to the outside and dribbled down the side of the carb so you knew it was happening.
The EPA banned this so it dribbles inside the carb so you do not know it till you go to start the engine by which time it is too late.

So if you do not have an extra tap to turn off the fuel between uses it is always a good idea to dip the oil every time you go to use the mower & if you suddenly have more oil in there do not try & crank the engine.
