3.5 mower wont pull start after running

i have a engine that when you pull start it it runs fine with no issues up until you stop it and try and pull start it again, there is nothing there on the cord. If you shake t on the ground it will work again, i tried removing the cover on the flywheel where the ball bearing balls are and there didnt seem to be any issue, i sprayed them with lubricant and tried again and same issue.

Balls should be free of anything that will cause them to stick.
Grease, oil, or any other lubricant should never be used.
Take apart and THOROUGHLY clean.
Make sure everything is completely dry before reassembly.
