ltx 1040 Brake linkage adjustment

Replaced all the belts and one pulley on my LTX 1040. I now have no brakes. The linkage rod seems real loose and by pushing brake clutch pedal nothing tightens up. I don't know how I screwed up but I sure did. I was thinking this was causing my loud whine while moving under power. I've looked at every post on the net concerning this and am still lost. Didn't have the loud whine prior to changing belts. Since the whine wasn't there prior to changing belts I don't think it would be coming from the real end. Any aid would be greatly appreciated.
