PP20VA46 no throttle control

I recently replaced the governor in my mower. It starts fine but runs only at low idle and will not respond to the tjrottle control. I checked the linkages and all seem correct. Any suggestions?

Its a Briggs and Stratton 20hp V Twin. Unit is a year old. Model is 40n8770004g1.

I would go back and check your method of adjusting the governor, this manual might help you out. After you are sure that the governor is set properly, the next thing to check is your throttle control, is it opening and closing the throttle plate. If that is correct, start the engine and move the governor linkage to see it the speed increases and you have return pressure on the linkage.
