Does the float needle valve rest on a seat(gasket) as in Briggs engines or is there a different design. I didn't notice one when I cleaned my carb. (FC150v-FS11)

I have a Mikuni in my FC420V. I surmise you are asking if it has one of those rubber plugs that presses into the brass jet. Mine did not, it's just the brass jet. However the tip on the needle valve looked like it was coated on the point (or made with different material) since it was a different color. I have no idea what, could just be a different kind of metal on the point or a vinyl coating. I just did not inspect it that close. I did put a new needle in and reused the old jet as it looked good to me with no nicks that I could tell.
