Confused by Opposed Twin II

Had a blown head gasket so while I had head off I thought I would check valve adjustment. Simple enough right? TDC right? Wellll....Rotated engine to TDC. Valves were tight. Rotated again to TDC. Valves tight. Rotated again and valves were slightly open and would rotate. It seems to be loose on intake stroke TDC. So could someone go over this with me? Thanks for the help and this site is great.

Well you are using the wrong procedure. Contact me at address below and I will send you a Service Manual for your engine. Put in proper format and remind me engine model number and what you want.
