Recoil Starter Won't Engage

Suddenly my Honda won't let me pull the recoil starter rope. It has been getting slower while rewinding the cord after starting. Any suggestions, do I need to get a new cord or is there something I can do to unlock it? Any help appreciated.

Take it off & clean the debris out of it.
Be carefuf you don't cut your fingers course the spring edges are fairly sharp
