FC420V won't start

A little help please....

It has spark, fuel, and valves have been lapped and lash set. It won't even pop. I do notice compression is 25psi. Could that be from piston rings?

Update:
When assembling carb, the insulator (16073-6001) that goes between head and carb had a rubber plug. It looks like it belongs there, but with it installed, there is no way air/fuel mixture can get to the combustion chamber. I went ahead and removed, and psi came up to 60 and engine started. I have looked for something similar at parts warehouses and can find nothing. Has anyone ever seen one of these plugs? (picture attached).

Update:

Turns out owner of mower had helper dismantle to replace head gasket and plug was placed to help eliminate debris from getting into carb and failed to remove when reassembled.
